We use juniper berry essential oil so it smells like gin! It can smell any way you like based on the essential oils used. Suggestions of styptic essential oils are:
Styptic = Essential oil that stops local bleeding and hemorrhaging applied externally.

Vulnerary = Essential oil promotes the healing of fresh cuts or wounds.

Other oils have historically been used for wound healing:
benzoin, German or Roman chamomile, frankincense, everlasting (Helichrysum), myrrh, lavender, neroli, rose, palmarosa patchouli, tea tree, yarrow and sandalwood.

Can you formulate a cream for me with no fragrance and a long shelf life?
Shaving lotions can have a 6-month to 2-year shelf life when produced in a manufacturing facility. I can give you a base formula that each manufacturer will have an opinion on based on their experience and expertise using the ingredients they are familiar with. Perhaps all will recommend to you preservatives that are not completely safe or natural. The "scent" will be the result of the addition of essential oils that have antibacterial, styptic, anti-inflammatory and preservative functions. An unscented product will be a soap with a preferred texture only.
Does this product need to meet any government agency approvals eg Health Canada if so what are the conditions?
Your private Label Manufacturer will assist you with this. The main conditions are: not using ingredients on the "hot" list (you won't need to), labelling ingredients completely using INCI names (and I recommend strongly preceding them with common names), registering (your manufacturer will probably do this for you. If you require more help, they will recommend a consultant to you, but I do not foresee the need. Where do you get your labels?
We produce dozens of body care products and want the flexibility to adjust our labels as needed. We print them ourselves on demand using a laser printing inexpensive multifunction machine, on Avery's free site! We value the recycled content and being able to remove the labels from glass with soaking. Laser-printed labels do not smear when wet. We do not use vinyl for environmental reasons and our labels survive the shower!

24-410 caps and pumps are common and should cost less than $.20 each, but I do suggest a pump for the metal bottles, which will cost $.40.
What quantities can you produce and what shipping lead times and pricing?
At this time, we are not able to produce more than 100, and I would not recommend us! If you started small with us, your formula would likely change when your demand increased, and this would change your labels, performance of product, ingredients etc. I recommend finding a Private Label Manufacturer and negotiating formula and packaging from the beginning. When we make our shaving lotion for Raindance we wholesale at $6.50 per labelled bottle.
What co-packagers are there and their costs?
I estimate $1-$3 per item plus the packaging + labels you supply.
There are per items costs as well as freight, set up, one-time fees etc.
These may not be much less costly in the end than us until you are producing runs of 1000+.
